The Growth Management Department oversees planning, design, and building-related activities, including:

  • Visioning at the scale of the city, sector, corridor, neighborhood, and lot.
  • Zoning using both “conventional” and “form-based” principles.
  • Development review and permitting
  • Building codes and enforcement
  • Historic preservation
  • Sustainable initiatives

Staff assists individuals and businesses in understanding the City Ordinances, Land Development Codes, and applications required to facilitate approval of requests while meeting the objectives of the individual's or business's project. While utilizing proactive planning practices based on adopted regulations and statutes, the department coordinates all land development activities in the city. They review applications for development projects and make recommendations for numerous processes including rezoning, conditional use, variances, site plans, and subdivision applications. These applications are reviewed for completeness and compliance with the Land Development Code (LDC) and the City's Comprehensive Plan. The Growth Management Department also prepares and presents detailed information to the Planning Commission for a recommendation to the City Council. The Planning Commission meets on the first Thursday of the month at 5:30 pm. Additionally, the department addresses questions from the public and other government agencies about the City’s Land Development Code and procedures.

The Growth Management Department is responsible for preserving and enhancing existing communities within the City while promoting new places of character that are both time-honored and meaningful. This "place-based" approach is in keeping with the tenets of the new urbanism. New urbanism promotes the creation and restoration of diverse, walkable, compact, mixed-use communities. These are comprised of the same components as conventional development but assembled in a more integrated fashion to reflect complete cities, neighborhoods, and streets - the way communities have been built for centuries around the world.
